About Street Outreach
Child and Family Services’ Street Outreach program provides street youth, homeless youth, and those at risk of running away, with two essential components:
- The basic elements for survival
- The stuff with which to succeed

The Street Outreach team spends about 30 hours per week on the streets, mostly in high-risk areas, where it offers assistance with everything from food, clothing and shelter; to medical care; substance abuse treatment; protection from sexual exploitation, victimization, disease and pregnancy; abuse/neglect services; housing; mental health services; and crisis counseling.
Street Outreach is:
- judgement free
- duty free
- hassle free
- and just free.
Youth who accept help from the Street Outreach program, do so on a voluntary basis and are never charged for services.
Street Outreach endeavors to:
- protect youth from harm
- reconnect youth with their families - when they’re ready
- empower youth with the resources they’ll need to live well, independently, responsibly and productively
Street Outreach Services
Street Outreach provides intervention, prevention and education services in the following ways:
- on the streets
- in schools and enrichment centers
- at youth hang-outs
Philosophy/Approach
Street Outreach takes a holistic approach to serving at risk youth. We strive to understand each individual’s environment i.e. culture, family, community, etc., in order to not just help them through the night, but through life.
The Street Outreach team has become a known and trusted entity to the street youth of Manchester, and is seen as a way off the street, out of trouble and onto a better life. Help is offered free, confidentially and without coercion and is built upon understanding and respect.
Teen Resource Center
The Street Outreach program is housed in the new CFS Teen Resource Center on 404 Chestnut Street, Manchester. The center provides basic needs support, such as a food pantry, showers, laundry facilities and a clothing closet, as well as an array of support services including crisis counseling, respite care, substance abuse intervention and treatment, family support services, pregnancy counseling, school/educational support and help with housing, life skills training and more.
